About Grant for Vulnerable Groups
A flagship Federal Government social intervention formulated to empower, protect, and rebuild livelihoods for Nigeria’s most vulnerable populations across all 774 Local Government Areas.
Restoring Dignity, Promoting Financial Inclusion & Alleviating Grassroots Poverty
The Grant for Vulnerable Groups (GVG) is a flagship social intervention designed to support Nigeria’s most vulnerable populations through targeted empowerment, capacity building, financial inclusion, social protection, and disaster resilience.
The programme strategically aligns with the Federal Government’s social protection and poverty reduction priorities and complements existing intervention frameworks aimed at delivering measurable impact at the grassroots. Through evidence-based targeting and biometric validation, GVG bridges the socioeconomic divide by delivering direct non-refundable dignity grants and specialized assistive interventions.
GVG is engineered to reach over 8 million vulnerable Nigerians across all 774 Local Government Areas, ensuring nationwide coverage, complete transparency, and equitable access. 3. Financial Inclusion
Integrating unbanked vulnerable citizens into the formal financial ecosystem with zero-charge Tier-1 accounts and digital wallets.
4. Social Protection

Unemployed & Underemployed Persons
Working-age citizens facing long-term joblessness or precarious subsistence work, provided with micro-enterprise grants and skills support.

Widows & Single Caregivers
Bereaved women with dependent children who are the sole breadwinners, receiving livelihood survival grants and protection.

Citizens displaced by communal clashes, armed banditry, or insurgency residing in camp clusters, receiving emergency cash lifelines.
Disaster & Conflict-Affected Groups
Communities whose farms, markets, and homes have been devastated by catastrophic flooding, environmental shocks, or security disruptions.
Institutional Oversight by NSIPA
The GVG programme operates under the institutional aegis of the National Social Investment Programme Agency (NSIPA), adhering to international best practices in social safety net delivery:
National Identity Validation: Direct cross-referencing with the National Identity Management Commission (NIMC) and BVN databases prevents ghost beneficiaries.
Third-Party Civil Society Monitoring: Independent monitoring by accredited civil society organizations and development partners across all 774 LGAs.
Grievance Redress Mechanism (GRM): Dedicated support channels and field ombudsmen to investigate disputes and guarantee fair access.
